​​General Description

​​Warsaw is the capital and largest city of Poland. It is considered an Alpha- global city, a major international tourist destination and a significant cultural, political and economic hub. It is here were seats of most government and public institutions are located, most of the national and most of international corporations have their head offices in Warsaw. The city has a population of 1.7 million; around 3 million live within the agglomeration.

​​The City of Warsaw provides public services for Warsaw’s citizens, including housing, waste collection and management, tax collection, education, libraries, social services, transport, planning, licensing, cemeteries etc. The City has signed the Covenant of Mayors in 2009 and submitted the Sustainable Energy Action Plan in 2011 where committed to the target of 20% reduction of CO2 emissions by 2020 compared to 2007 and to the auxiliary targets: 20% reduction of final energy use by 2020 and increasing share of RES (Renewable Energy Sources). The main responsibility for local climate change policies is located in the Infrastructure Department of Warsaw City Hall, which coordinates implementation and monitoring of the Sustainable Energy Action Plan (SEAP). The continuation of the SEAP is just adopted by Warsaw City Hall “Low Carbon Action Plan”, which relates to deep renovation, energy efficiency, RES, sustainable transportation that will contribute to SEAP implementation.​


​​Key Personnel and Relevant Expertise

​​​​Katarzyna Kacpura, Msc (Female): graduated from the Warsaw University of Life Sciences (SGGW), the Faculty of Environmental Engineering; also completed postgraduate studies in Public Administration and Management and in Design, Geoengineering and Environmental Safety of Buildings. Katarzyna Kacpura is a Deputy Director of the Infrastructure Department. She conducts tasks in the field of securing providing citizens with electricity, heat and gas fuels. She deals as well with issues related to climate protection and sustainable development as well as is a Deputy Chairman of the municipal team responsible for implementation of the Warsaw Sustainable Energy Action Plan, resulting from the City of Warsaw joining the Covenant of Mayors – an initiative under the patronage of the European Commission. Involved in implementation of several EU-funded projects.

​​​​​Dorota Kunicka, Msc (Female): graduated from the Warsaw University of Life Sciences (SGGW), the Faculty of Environmental Protection, also completed postgraduate studies in Project Management and in Municipal Energy Management. She works in Infrastructure Department of Warsaw City Hall in Strategy and Development Unit. She mainly deals with the matters of climate protection, energy efficiency and introduction of renewable energy sources. She is a part of the team responsible for Sustainable Energy Action Plan for Warsaw implementation and monitoring. She also works on "Low Carbon Action Plan for The City of Warsaw”. She participated in EU project, where the objective was to design, create and demonstrate innovative ICT solutions for energy efficiency in European social housing.​
